Deleted Outlook alias from Microsoft account, how long can others add?

Last December I deleted another alias, and at the time, adding that alias to my other account resulted in an error message saying that the alias was already taken.
Now it's July 30th of this year and when I tried to add that same alias to another account using the same email address, I got the same error message: This email address is already in use.
So how long does it take for aliases to be released after being deleted?
