We've been using solar for years. Isn't the efficiency not 100%?

What happened was that I bought two boards about three years ago for around 300 yuan each. They were used to charge my mobile phone. The cost of the board itself is around 300 yuan and the controller is around 30 yuan. A lithium polymer battery was around 100 yuan. It cost me less than 500 yuan to play with solar power."
"I've been thinking about using solar power to cool down the air conditioner lately. An air conditioner has a power consumption of about 1300 watts when in energy-saving mode, which drops to only about 600 watts at night temperature stability. At night it even drops to just 200 watts.
"So I bought another two boards. Now they have a voltage of 45 volts, with an output of 1100 watts and 850 watts.
"The problem now is that the sum of 1100 and 850 watts equals 1950 watts. But according to the controller, the maximum absorption peak is only around 850 watts, so if any cloud passes by, it will drop to 500 watts. Then the air conditioner turns off automatically.
"Why do I think there's a loss? Because I don't believe that there would be more than 50% loss. When the power of the board is 1950 watts, it can't produce more than 950 watts of electricity. So how can this be considered as a high power?
"When I bought the solar panels recently, someone said that the power isn't converted proportionally. Only around 25% conversion rate? How low is the solar panel's conversion rate?
        *Why don't we use the actual conversion rate to label the wattage of the solar panel? Why does it need to be exaggerated?
