I want to buy an OVH. Advice from the experts.

Before, I never bought anything here. I was just curious to see what others were saying about it. Currently, I don't have any specific needs for this product. Just want to buy and have a few questions:
1. Is the company reliable? Will they be able to help me with my machine as Oracle does without charging fees? Can they store data?
2. Are they unfriendly towards Chinese users? I registered using an account from China, so I won't be deleting my machine on purpose if they mess up.
3. It seems there is a tax involved but reading other posts, people say that it's pretty complicated. I'm not planning on getting rid of the tax fee yet.
4. There is a 'Our Eco Bare Metal Selection' and 'Kimsufi' listed in the list. What's the difference between these two options? I would like to buy a 32GB memory option.
