Is Capital Air so terrible?

The airline company Hainan Airlines' subsidiary Capital Air is really garbage, isn't it?
Officially, you can book your flight online 24 hours in advance, but now there's only 11 hours left and the time to check-in keeps getting delayed. Call customer service hotline 95375 and wait for an operator to pick up - they need to queue up. I tried both of my numbers at once, waited for 45 minutes, but no one picked up. It's all just a waste of time, and I'm still trying to get through to them. The staff are not even pretending to be useful.
