Why can't I connect to the server remotely when it's enabled?

I remember opening the firewall before, it was fine for remote connection

Recently I turned it off and then opened it again. Now I can't connect remotely anymore. I have to use VNC because of this. I don't think closing the firewalls is dangerous. The firewalls were changed occasionally. And sometimes it shows that some IP address is being attacked.
