The different IP segments of Shanghai联通's public IP.

Yesterday I applied for public IP, today morning called and said it's been activated, restart the modem and it will work... Currently still using the modem to dial up, compared with not having public IP problems have been found... Can't access SpeedTest.net website and app... Can't access GitHub... Can't use WeChat (binds to foreign number) ... Can't access http://ipv6-test.ch/ etc test ipv6 websites can't show ipv4... Can't use self-built v4 TIZI , same as dual-stack v6 normal... Conclude that public v4 has white list... After repeatedly restarting the modem and finding public IP, everything is fine except 223 starts all issues, 139 starts like above problems... What kind of situation? Anyone encountered this?
