Who studied AWS CloudFront rate limiting?

Yesterday I updated the monitoring script, but after checking the logs, some machines were not properly measuring CFT download speeds and their download speeds were being restricted to 256kb (2mb). Currently, all IP addresses from different regions are in restriction mode. However, only Pingan Telecom in Shandong and Chongqing Unicom are experiencing restrictions. The other monitoring points are operating normally. Any old man who has studied this thing? How long will it take for the restrictions to be lifted, or what triggers these restrictions?
