How to tell if 4K resolution is GPU or cable issue?

It cost me $400 to set up a Win 10 system for playing games (barely able to play League of Legends). The Intel HD Graphics P530 graphics card is used, with an E3-1225 v5 CPU. Windows does not scale the resolution as well as Mac OS X. One has to choose between 1080p or 2160p if one wants better quality images. If one selects 2160p, one finds that it only supports a refresh rate of 30 Hz. Is this a problem with the CPU? The monitor uses a Redmi 4K60Hz model.
