The Apple ID region change now requires payment methods. (As an agent, it's the same.) Remember that you could choose "No" without payment before. Is this only me?

Update. I tried another account again. This account didn't have any payment method set previously, so it still shows the "No" option when logged in.
Guess is that if you've tied up with a payment method (for example, WeChat payment), then the region change won't show the "No" payment options. If you haven't tied up yet, there should be the "No" option.
